In continuation of my secret despatch of

30th November, 1928, I have the honour to inform

you that the post of Chairman of the Kuangtung

Provincial Council relinquished by Marshal Li Chai-

sum has now been definitely accepted by General Chan

Ming-shu who took up his new appointment on 19th

December. The most natural interpretation of this

action would seem to be that General Chan is content

to live on anicable terms with the Kwangsi group.

He is reported to have resigned his Command of the

Eleventh Army in favour of one General Tseung Kwong-

nai retaining only five hundred men as a personal

body guard and to intend to devote himself in future

to Civil Affairs. As Commissioner of Reconstruction

in South West Kuangtung General Chan has discharged a

difficult task with some success and in road

construction in particular Hainan is said to be well

ahead of the rest of the province.

Twelve months have now elapsed since the

return of Marshal Li to Canton following tho
